District A

Carl Crimmins has over forty (40) years experience in the construction industry and has worked on new construction and remodeling of hospitals, major facilities, commercial/industrial buildings and schools. In addition he worked as an estimator/project manager and as an instructor at Dunwoody College, teaching classes in electricity, plumbing and medical gas systems.

Crimmins currently serves as the president of the Minnesota Pipe Trades Association, advocating for the interests of the union piping industry in Minnesota. He is also an executive board member of the Minnesota AFL-CIO, president of the Minnesota Chapter of Mechanical Allied Crafts, and a board member on a number of other organizations, including the Minnesota's Governor's Trustee Candidate Advisory Council, Minnesota Rehabilitation Review Panel, Minnesota Labor/User/Contractor Committee and Sensible Energy Solutions Minnesota. Crimmins belongs to the International Organization of Plumbing and Mechanical Officials, is a lifetime member of the 11th Armored Cavalry's Veterans of Vietnam and Cambodia and is a member of the Military Order of the Purple Heart. He resides in Champlin.

District B

Rick King is chief technology officer for the Professional division of Thomson Reuters in Eagan, where he leads strategic and operational technology initiatives for Thomson Reuters' legal, science, and tax and accounting business units. Previously, he held senior leadership positions within Ceridian Corporation, Jostens Learning Corporation and WICAT Systems, Incorporated.  King chairs the city of Eden Prairie's Budget Advisory Commission and the Flying Cloud Joint Airport Zoning Board. Prior to his appointment to the MAC, King also spent five years as chair of Eden Prairie's Flying Cloud Airport Advisory Commission. In addition, he was appointed by former MAC Chairman Jack Lanners to lead Team IT, a group established to assess and strengthen information systems within the MAC. He also serves on the Minnesota Science and Technology Advisory Commission, the U.S. Chamber of Commerce's Telecommunications and e-Commerce Committee, is a member of the board of trustees for Minnesota Public Radio and the Science Museum of Minnesota.

 

King holds a master's degree in administration and planning from the University of Vermont. He and his family reside in Eden Prairie.

Lisa Lebedoff Peilen of St. Louis Park has been very active in the metro community, serving on the board of Conservation Minnesota and the Minnesota State Colleges and Universities Trustee Candidate Advisory Council. She is past president of the Smith College Club of Minnesota and the University of Minnesota Hillel Advisory Board. She has served on the Governor's Stadium Screening Commission, Hennepin County Library Foundation Board, Minneapolis Jewish Federation Board, Children's Health Care Foundation Board and Hennepin County Park Reserve District Board. She has served in government relations with First Bank System (now U.S. Bank), as an analyst in corporate planning at General Mills and as Minnesota's Tourism Director. Commissioner Lebedoff Peilen represents District C.

District D

Dr. John M. Williams has had a dental practice in North Minneapolis for 23 years. Williams retired from the NFL in 1980 after 12 years of professional play. A private pilot, he was appointed to the Metropolitan Airports Commission in March 2002, by former Govenor Jesse Ventura representing MAC District D.  He was reappointed in March 2003 by Govenor Tim Pawlenty.

Dr. Williams graduated from the University of Minnesota in 1969 with a bachelor's degree in education, and completed his DDS degree from the University Maryland in 1978. Williams is a member and Fellow in the Academy of Forensic Sciences and American Society of Forensic Odontology and served on the Board of Governors. Williams is also a member of Regional 5 D-MORT Team and Minnesota Disaster Dental Identification Team.

Williams is on staff at North Memorial Hospital, Minneapolis. He is a member of the North Memorial Hospital Dental Unit Study Club, Public Health Advisory Committee for the Minneapolis Department of Health and Family Support, and serves on the board of Children's Dental Services of Minneapolis. Williams chair of the North Minneapolis Health Advisory Committee, and he is a member of the University of Minnesota Men's Athletic Advisory Board.

Williams' community service includes: former program chair and board member, Community Action Agency of Minneapolis; past board member, Minneapolis Urban League; and former president, West Broadway Business Association. Williams leads a prison ministry team in which he has been active for 18 years. In 1992, the Minneapolis City Council selected Williams as Volunteer of the Year.

Dr. Williams serves on the Finance, Development and Environment Committee.

District E

James Deal is the former owner and Chairman of the Board of NAU, Mountain States and NAU Country Insurance companies. He was also the former owner and Chairman of a national managing general agency, NAU Underwriters. Mr. Deal was appointed by former President Jimmy Carter as administrator for the Federal Crop Insurance Corporation from 1977 through 1980. Presently he and his wife, Pam, are the owners of PSD Holding, LLC and its subsidiaries, which are land development companies. Over the years, he has been involved in numerous other ventures which have included real estate development; business investments; farming; recreational vehicle retail sales; travel services; and resort, restaurant and fishing facility operations.

Mr. Deal currently serves as treasurer of ClearWay Minnesota, a non-profit corporation that administers investments and grants tied to the 1998 tobacco settlement. He previously served as a board member on the Anoka Ramsey Community College Foundation and on the primary fundraising arm of the Mercy Hospital Foundation. Jim was also active in fundraising for the St. Paul Archdiocese and St. Stephens Church in Anoka, Minnesota.

District F

Michael Madigan is an attorney and managing partner of Madigan, Dahl & Harlan. He has had nearly three decades' experience as a civil trial lawyer practicing in the areas of administrative, business, commercial, distributor, dealer, franchise, construction, employment and environmental law.  For the past 10 years, he has been recognized as a ‘Super Lawyer' by the Minnesota Journal of Law and Politics. Madigan has spent 16 years as an arbitrator and mediator on the Complex Commercial Panel of the American Arbitration Association and has served as a Neutral on the Minnesota ADR Neutrals Roster. In addition, he is on the board of managers for the South Washington Watershed District. Previously, he served eight years on the Woodbury City Council and three years as chair of the Woodbury Planning Commission and was an adjunct professor at William Mitchell College of Law.

An instrument-rated private pilot, Madigan resides in Woodbury.

District G

John D. McClung was appointed by Governor Tim Pawlenty to represent District G in July 2010.

A retired business executive, his experience includes serving as Chairman and CEO of Moniterm Corporation, Minnetonka, Minnesota. He was also employed by Gould Inc./GNB as Vice President-General Manager of the Automotive Battery Division in Mendota Heights. Previously he was Vice President-Operations in Mendota Heights and Plant Manager of the company's plant in Dallas, Texas.

Commissioner McClung has served on the Boards of Rollouts, Inc., Electrosource, Inc., and Moniterm Corporation. Currently he serves on the Board of Trustees of Ithaca College in Ithaca, New York, where he chairs the Audit Committee.

He received his Bachelor of Arts degree from Valparaiso University in Valparaiso, Indiana, and his MBA from Roosevelt University in Chicago, Illinois. He is also an instrument rated private pilot and lives in Mendota Heights with his wife Paula.  Together they have two grown children, Brian and Alison.

Tammy Mencel is president and publisher of the Minneapolis/St. Paul Business Journal, part of the privately held American City Business Journals family of weekly business publications.  Before joining the Business Journal, she spent several years working in retail management. Mencel serves on the boards of Junior Achievement of the Upper Midwest, Fraser, the St. Paul Chamber of Commerce, the Alliance for Women in Media, and the Community Health Charities Leadership Council. She also is an active member of the Itasca Project and the Twin Cities Communications Council.  Previously, she served for three years on the Eagan Airport Commission.

Mencel has been recognized by the National Association of Women Business Owners as one of its Corporate Women of Achievement and honored by Normandale College with its prestigious Alumni Achievement Award. She resides in Eagan.

Minneapolis (municipal)

Greg Foster is a financial advisor with UBS in Wayzata.  Previously, he worked for RBC Wealth Management and Smith Barney.  An active community volunteer and philanthropist, Foster was named Volunteer of the Year in 2009 by Minneapolis/St. Paul Magazine for his work with Clare Housing, a provider of housing and services for people living with HIV/AIDS.  He served as board chair and was instrumental in fundraising for a 32-unit apartment building in Northeast Minneapolis that provides shelter and support services.  He currently serves on the Regional Council for the National Parks Conservation Association and the Community Advisory Committee for Theater Latte Da. 

Foster graduated from St. Thomas Academy in Mendota Heights in 1983 and from the University of St. Thomas with a bachelor's degree in finance in 1987.

A 19-year resident of Linden Hills, Foster and his partner can often be found either running or sailing the Minneapolis Chain of Lakes.  Weekends are spent at their hobby farm, where they have an apple orchard and organic garden and raise bees for honey.

St. Paul (municipal)

Pat Harris was appointed to the Metropolitan Airports Commission in February of 2006, representing St. Paul Mayor Chris Coleman. He replaces the outgoing Commissioner Dick Long.

A St. Paul native, Commissioner Harris was elected to the St. Paul City Council in 1999 and is currently serving his second term. Among his primary issues are controlling property taxes, enhancing public safety and maintaining the overall quality of life in St. Paul. In addition to serving on the City Council, Commissioner Harris is a Vice President at Voyageur Asset Management, a subsidiary of Dain Rauscher. In his capacity at Voyageur, he is active in numerous professional finance organizations.

Commissioner Harris is President of the St. Paul Regional Water Services and he serves as Chair of the St. Paul Public Library Agency Board. He is also a board member of the Family Housing Fund, the St. Paul Riverfront Corporation, and the St. Paul Rivercentre, Convention and Visitor's Authority.

Commissioner Harris graduated from Cretin High School, received his Bachelor's Degree from Marquette University and his M.B.A. from the University of Minnesota's Carlson School of Management.

Outstate - Saint Cloud

Mike Landy was appointed to the Metropolitan Airports Commission on March 1, 2002, and was reappointed by Governor Tim Pawlenty in both 2006 and 2010. Commissioner Landy chairs the Management and Operations Committee and serves as the board liaison to the Reliever Airports Advisory Council. He represents key airport systems outside the Twin Cities.

Aside from his leadership position on the MAC board, Landy owns and operates Landy Properties LLC., a commercial real estate holding firm. Landy also is the retired CEO of Landy Beef International, Inc., and has been in the meat packing and distribution industry for more than 35 years, much of that time fostering export business for American beef.

He has served as the President of the City of St Cloud City Council, Chairman of the Saint Cloud Area Planning Organization, and as Commissioner and Vice Chairman of the Saint Cloud Housing and Redevelopment Authority. He currently is a mayoral appointee to the police department's Citizens Review Board.

Outstate - Duluth

Monaco, of Duluth, owns Monaco Air Duluth, LLC, a full-service, fixed-base operator at the Duluth International Airport serving airline, military, and general aviation customers. Previously, he spent 28 years as an international information technology and business management consultant, including 18 years and as partner and senior executive, with Accenture in Chicago.

Monaco is currently the Vice-President of the Duluth Economic Development Authority, President of the Monaco Air Foundation, Treasurer of Honor Flight Northland, Treasurer of the Duluth Aviation Institute, Secretary-Treasurer of the Miller-Dwan Foundation, Co-Chair of the Northern Aero Alliance and a member of the Lake Superior College's Center for Advance Aviation Steering Committee.

Monaco represents Outstate Minnesota, is married to Patricia, and has two adult daughters, Kerry and Tracy.  He holds a commercial pilot certificate and earned his master's and bachelor's degrees in computer science engineering from Northwestern University in Evanston, Illinois.

Outstate - Marshall

Paul Rehkamp has served on the MAC board of commissioners since February 1993, when he was appointed by former Governor Arne Carlson. He was then reappointed by Governors Jesse Ventura, Tim Pawlenty and, in 2011, Mark Dayton. Rehkamp brings his experience in both professional and civic organizations to the MAC.

Retired now, Rehkamp was a partner in Rehkamp Funeral Homes in both Marshall and Minneota, MN for 40 years. He is also a retired Army Major General who commanded the 88th ARCOM at Ft. Snelling and served on the Department of the Army Staff in the Pentagon and on the Department of Defense Reserve Forces Policy Board. Rehkamp was also a partner in a firm that developed 19 restaurants in three states

Rehkamp's community involvement activities have been extensive. He was active in the Marshall, MN community serving as chairman of the YMCA, the Marshall Industrial Foundation, and the Southwest Minnesota State University Foundation. He also served on the board of Community First Bank and served two terms on the Marshall Board of Education.

Rehkamp is a private pilot and is a graduate of the University of Minnesota, the Army's Command and Staff College, and the Army War College. He and wife Marcia have four children and 10 grandchildren.

Outstate - Rochester

Commissioner Tim Geisler, of Rochester, is a unit manager in the Department of Finance with Mayo Clinic in Rochester. He has held a number of positions in Finance at Mayo for the past 22 years, including 12 years as Corporate Tax Manager. Previously, Commissioner Geisler was Comptroller with United Financial Saving Bank in Rochester, Accounting Manager for C. H. Robinson Company in Eden Prairie, and an audit manager with the accounting firm of Peat, Marwick, Mitchell and Company (now KPMG) in Minneapolis. Commissioner Geisler earned his bachelors degree in comprehensive public accounting summa cum laude from the University of Wisconsin, Eau Claire.

 

Commissioner Geisler is currently treasurer of Rochester Airport Company which oversees the management of Rochester International Airport. He is Chairman of the Board of Directors of Home Federal Savings Bank in Rochester, serves as Board member and Treasurer of the Rochester Area Chamber of Commerce, and is a member of the Diocese of Winona Priest Retirement Fund Board of Trustees.

 

Governor Tim Pawlenty appointed Commissioner Geisler to the Metropolitan Airports Commission in March 2008. Commissioner Geisler represents Greater Minnesota for the MAC, is married and has two daughters.
